Kelly Clements is the Deputy High Commissioner for Refugees, UNHCR. Prior to this, she served as United States Deputy Assistant Secretary of State in the Bureau for Population, Refugees, and Migration since March 2010. She previously was the Director of Policy and Resource Planning in the Bureau and also served as Acting Deputy Chief of Mission in the United States Embassy in Beirut. Ms. Clements holds a master’s degree in urban affairs and public policy, as well as a bachelor’s degree in international studies, both from Virginia Polytechnic Institute and State University in the United States.
